Comment periods for the FCC's RM-11305 (any mode anywhere, anytime) and RM-11306 (the ARRL's solution in search of a problem) end on 6 February 2006. A brief reply period will follow.

As of this morning, fewer than 250 comments have been posted on '305 and more than 500 on '306. That's pathetic, especially considering that the issues here are far more troubling than the last proposed rulemaking (code), which generated thousands of comments.

If you've never commented on a rulemaking proceeding, it is pretty easy to do. Here's something that might help guide you through the process:

Instructions on How to File a Comment in FCC Rule Making Proceedings

First, go to http://www.fcc.gov/cgb/ecfs/

Under the Heading ECFS Links at the right of the page, click on the 2nd item – “Submit a Filing.” This takes you to the actual filing page.

Under the word “Proceeding,” type the proceeding number exactly. In this case, either RM-11305 or RM-11306

Then put your full name, e-mail, and mailing address in the boxes provided.

Next, you can either type your comments into the text box provided or submit a copy of a file that contains your comments – the one you’ve typed up in advance.

If you’re using the text box for brief comments, follow the instructions from there. It’s very straightforward.

If you have already prepared your comments in a document, skip down to the next section (in green), leave “comment” in the file description box, click browse to find the Word (or other format) document containing your comments and insert that file. On the next line, you must select the type of file you are sending from the list provided.

Lastly, there’s a button immediately below that that says “Send Attached File To FCC”

Click it. You’re done. Wait for the confirmation to appear, and print it out.

Yeppers and I searched for many calls of people who frequent QRZ.COM and many are missing. Sad.

Maybe its getting to the point where most just dont care. They just want it over with one way or the other.

I posted one of mine without my call but with my name. I posted the other with both call and name.

This is the most sneaky thing ARRL has ever done. They know that this measure has a good chance of getting through and that our response will be too apathetic to stop it. Once it is passed by the FCC bedlam will ensue on the airwaves. The ARRL will step in to stop the mayhem with an ARRL sponsored gentlemens agreement band plan just like the one we have now. The exception being that ARRL will cement their position as the defacto ham band cops thus increasing their revenue and ensuring a larger membership.

How can I make a comment when I can't find the proceeding documents?? I have tried various versions of RM-11305 and RM-11306 but I am not anything except comments. I can't find the original proceeding! Help!

I got my comment in on 105, I urge everyone else to do the same. I don't even use HF, but I can recognize a bad idea when I see one.

You just didn't look far enough. Just scroll to the very end. The original petition is at the bottom of the list. The category is "view." The others are mostly "comment" or "brief comment."

I have had some trouble getting onto the site. I finally got my comment submitted this morning. The confirmation specifed it would be dated Feb 6 (next business day).

You hit the nail on the head OM. #That's the primary impetus of this entire thing by the ARRL; create a situation that needs to be managed, and then make yourself the only entity who can manage it.

The comment period end tomorrow, 6 February. #Then there will be 15 days for Reply Comments. #It will be interesting to see what sort of material that generates. #Presumably the authors of the proposals will reply to criticisms of their plans.

I can imagine their comments.

They will say something like this....

WL2K is a tremendous step forward and as soon as hams see how effecient and important this mode will become all opposition will die away.

Amateur Radio can not compete anymore in the emergency com arena. Unless unlimited access to the bands is allowed for WL2K, we will fade iinto history as a player as it concerns ECOM.

Everyone who is presently using any legacy mode will realize the folly of their choices and flock to the digital modes which will be able to go anywhere they want in the bands. The new hams of the future will want this because they will alread be used to reading text on computer screens and are already familiar with the chatroom experience.

This will enable any ham to sen attachments to the email being forwarded by systems like WL2K. Imagine all of the creativity that can be stimulated by exchaging JPG files and long Text Documents.

Ham Radio and the Internet are destined to be joined at the hip. This is the future and those that can not hack it need to rethink why they became a ham in the first place.

And finally... Implicit in almost every response...We know what is best for you and Amateur Radio. We have seen the future and it is what we are presenting to the FCC. This will bring back the brotherhood that used to exist in ham radio but has been cut apart by those who stubbornly cling to the mocrophone and key. They will find that resistance is futile and realize that we (ARRL and others) really have your interest at heart and invite you to partake of the brave new world.

And finally, "Where do you want to go today?
It does not matter because you are coming with us".
