The evacuation centers and missing persons/present lists are things that could be done using VHF packet. That's exactly what's used here in Monmouth County NJ for that. We have an active OEM/ARES/RACES here along the NJ shore and they are put to work frequently with the various evacuations that follow the flooding that is common here. Nothing here reaches the level of the Katrina disaster of course, but the technology and PC applications are proven and available.
I'm not surprised there is NO mention of the hams down there. Most of those professionals probably don't even realise there are hams present and doing the job. What a surprise.
