I will try to paraphrase this as best as I can, it's been running along the ticker at the bottom of the screen on CNN for some time.
"Mike Pilgrim, a radio volunteer in Boca Rotan says solar flares are causing radio interference. The static and hashy noise makes it hard to hear signals from the receiver."
...or something to that extent.
