Good question. However, if it does not get utilized it defies President Bush's numerous calls since 911 for volunteerism for the country. The question will be if they conclude RACES works, the price is right to the government!! That may be the saving factor. I think programs like RACES, MARS etc, are under "advertised" to the general public. Our best position may be an aggressive awareness campaign to the public such as either local clubs making local media aware etc.

Pres Bush has asked us to join the Citizens Corp.
The Citizens corp is structured around a central organization (Citizens Corp Council) that provides trained volunteers to other agencies or groups. I.e. the Red Cross, Salvation Army, EMS, Police, Fire and others. #There are proposals to create an Auxillary Communications Service using Licensed HAMs who are registered with the Citizens Corp.

There has been $240M put in the 2003 budget for the Citizens Corp.
