There is a rumor that the United States Government plans to initiate an Amnesty program for Millions of CB Bootleggers operating illegally on 10 meters and other bands. #Some say that Foreigners have even been sneaking into this country just to operate illegally here. #Officials and Activist feel that by restoring legitimacy to these individuals they will feel better about themselves and begin to follow all rules in the future. #The program would issue Extra Class Radio Amateur Licenses to them with the understanding that at some point in the future that they would learn a few letters of Morse Code and practice spelling #A-M-A-T-E-U-R. # #Activists have insisted that electronic theory is just too hard, so it will not be a requirement. #

Funds are being set aside to form a “Federal Department of Part 97 Readers” in multiple languages, so that those #“Undocumented Radio Amateurs” who cannot read, may have a government employee read the rules to them in their native language or slang. #All newly licensed Extra Class Hams under this “We read it to you” free Government program, would then have a minimal understanding that talking on the radio has it’s responsibilities and will be issued a government check, without obligation, #for $2500 to purchase new radio gear.

Officials point out that the airwaves will be safer if these people are “licensed” # The Electronics Industry supports the move stating that it has been hard for them to find enough literate American Hams willing to purchase their junky equipment. The incident of Bootlegging is projected to go down thus freeing up enforcement officials to spend more time playing golf with BPL lobbyists. #Human rights activist applaud the Governments actions, stating that everyone has a right of Free Speech on the air, regardless of their legal status and point out that radio waves are “borderless”. #More on News at 11:00.

Did I not just read a post where a new Ham was complaining that if he was expected to pass a test he should be awarded money to buy gear ??

This Government Program could bring in a new acronym to discuss, NTE or No Test Extra.

Since they're talking about letting in so many more guest workers to fill those jobs that Americans don't want (fruit picker, meat packer, assembler, programmer, engineer), maybe they'll just hand out temporary ham tickets at the border,too. That way, the braceros won't need cellphones, they can just use our autopatches instead. As dead as most of our repeaters are, we'll never know.

Good idea,since the NCT's don't use the repeaters,they are waiting for Free HF,so let the brasero's use it to give it SOME activity so we won't lose it.
