Parts missing

I worked out a trade with KB1LBF. The deal went very well, and he seemed to make an honest mistake because the radio he sent was missing the plug that covers the power and mike inputs when not in use. He promised to mail them right out. After a couple of weeks, I inquired about the part. He assured me he mailed it out. Now, he doesn't return my emails or anything else.

Does anyone here know of him, or have you had any dealings with him? Maybe he has had some health problem preventing him from furfilling his obligation. I welcome any information anyone can offer.
