One thing you may want to focus on is concerns over the spectrum BPL will interfere with, to include Amateur Radio spectrum.

I personally don't believe the FCC would act to save amateur radio spectrum if they had to choose from providing a new mode of internet delivery that could be used to provide services to rural areas, or amateurs.

However, the FCC may not have any choise but address the BPL impact on spectrum if all the impacts are stated first #-- HF frequencies used for primary and alternate communications (state, federal, military and amateur).

If you start with the broad impact and focus on amateur radio concerns your feedback may be able to be used to support other submissions being made by FEMA, Home Land Security, MARS, etc.

(It would also help to include some facts collected as the result of some of the many trials going on right now.)

Additional note.

I wonder why the power companies would invest so much money in this technology if the nodes could be brought off-line by radio equipment readily available throughout the US.

From a business perspective, customers are not likely to pay the price for BPL service if it is not reliable.

I agree with KC0LNU.

List some of the services that BPL will interfere with.
Military, FEMA, Other government radio services, Local
emergency radio, Amateur radio, etc.
