Well said, I agree with your position on grandfathering the Techs, but I think ARRL's proposal is sound. We don't need two intermediate license classes, and the Tech and General should be merged. If we require the Techs to take Element 3 to upgrade to General, that means we have to maintain an Element 3 exam forever, after the two tests are merged.

No, I don't think this proposal will bring in many new hams. I'm out beating the bushes for new recruits all the time, and I can tell you that people are either interested or they're not. What this proposal will do, I hope, is to keep those we have active, and maybe resurrect some that earned their Tech and then found out there were only two hams on the local repeater, which they couldn't hit with their HT, anyway.

So your goal is to get rid of the General written exam? If not, then Element 3 would be maintained anyway.

If you keep the Tech license on the books but don't issue any new ones, and require them to take Element 3 to upgrade to General, then Element 3 will need to be maintained. Otherwise, you will have to require the Techs to take the new General test, whenever that comes along.

I didn't start this thread, so I don't know how my name got on it. Apparently, the elves out there are trying to make it look like there is more opporsiton to the ARRL proposal than there really is.
