Is the CD ROM still available. In looking at the site it says you can get it by subscription but I didn't see CD. I am looking for county information that will integrate with my logging software and from what I can tell this info isn't available in the subscription data.

If you looking for information about counties per callsign it available in DXLab suite - logging soft - it have Exel file with callsigns and state/county
Visit http://www.dxlabsuite.com/download.htm and choose USAP Database (http://www.dxlabsuite.com/dxview/USAP.exe) for download.
Anyway complete set of DXKeeper & DXView can do update all your QSO for counties
