Ok I know I am new and all, but I have read the manual and googled for the past two days and cant seem to find an answer. I am trying to setup the crossband repeater on my D710, but menu 403 seems to be missing. I am not sure what where to look next. Any ideas?

In menu 405 enter you callsign and see if that enables 403. Some operations require a setup in another menu, but I am not sure if this is the case for this one.

The only menus I have in the repeaters are 400, 401, and 402.

I have 400-406 so I am not sure what to make of your situation.
Looking over the manual, 403-406 is available in the K model. If it were the E model that might explain it. I included additional comments below from section 14-cross band. Not sure what you will see if in single band mode or WC mode.
Cut and paste from the manual
note:
You cannot activate the Repeater function while in single bandoperating mode or Weather Channel mode.
Activating the Repeater function switches OFF the AutomaticSimplex Checker (ASC).
The Time-Out Timer is locked at 3 minutes.
Resetting the transceiver will not cancel the Repeater mode.
