For the sake of equestrial necropsy, it might be a good idea to look at the time table in the August 7, 2003 WRC03 news release at #"http://www.fcc.gov" The FCC home page.

In the lower document dated Aug 7.

The only mention of an NPRM for Part 97 is for late 2004, pertaining to auxilliary operation. #I admit I'm not really familiar with the rule change procedure, but I remember reading about the coming of the no-code Technician license some time in early 1990 in Scientific American. #

I think I'll be studying the rules process in greater detail through the coming months. #I will have my comment ready when an NOI is issued about the code requirement.

also newsworthy is the mention of a HF band that requires no WRITTEN test, nor a MORSE CODE test, it is on HF which is 30 Mhz and under... there are 40 channels to transmit on, the modes are AM and SSB, you may use ssb or am on any of the 40 different channels. The band is called the CITIZENS BAND. You can get radios and antennas new at certain stores, or you can get used equipment at e - bay , or yard sales, or pawn shops or your relatives/friends might own one you can use. From the information listed, it appears that they are going to be working on the 40 meter issue.

**** UPDATE ****

Can't find anything about changes to "auxiliary operation" with reguard to amateur radio and WRC-03. Who know?

Oops--forgot to mention. There are 2 such PDFs on the site dated Aug 7. The one with the mention of Part 97 is the lower one. It shows in last Quarter 2004, NPM Part 97. In the text above the "list by the quarters," it specifically mentions auxiliary operation, but not by Part 97 chapter and verse.

And as far as there being no code HF privileges on 40 frequencies, I've been saying that for years but in a different way. When someone starts boohooing to me about their brassophobia, I tell them, "Okay, don't fret.
There are HF frequencies where no code access is permitted...THEY'RE COVERED IN PART 95!" Tee hee hee, aren't I a stinker?
