Perhaps fighting fire with fire... I remember seeing a house just outside Hartford, Ct that was painted in the garish scheme I'd ever seen... turned out it was in a "historic district" and they would not permit non-wood siding. Since the owner was tired of painting, s/he wanted to re-side it, well, they were not permitted to do so, paint or stain on wood only... so s/he painted it! After a few years on eye-sore, s/he was permitted to re-side it.
Perhaps going through the CC&R's with a fine tooth comb, you can come up with something likewise to do.
