In Texas the cost for call letter plates is $1 in addition to the base fee. However, you do have to certify that you have a mobile radio installed in the vheicle before the state will issue the plates. Also, you can have several vehicles with the same call on them! When law enforcement "runs" the plates they get back a list of all your vehicles that have them. Call letter plates are available for automobiles, light trucks, vans, and I think (but am not absolutely sure) motorcycles.
In the Dallas, Texas, area, there is a little more activity on 6 meter SSB than on 2 meter SSB, but both would have to improve considerably to get to the level of "dismal"!
