All band transmit

I will most likely be crucified for answering this but yes it can.
Well that is if by all band you mean out of band(which may or may not be legal in Canada, but you already know that answer).

I personally do not care why anybody wants to mod a rig. It does not affect me in any way (and dont tell me that all hams get a black eye when a lone rogue mods a radio and talks out of band. That makes almost as much sense as saying that all drivers get a black eye every time somebody speeds). However my beef is people that don't bother to look for themselves.

Simply google correctly and you will get over 2,000 websites that describe how to perform the mod. I just did it in under 15 seconds and had the mod in hi resolution on my computer screen ready to print.

...dont tell me that all hams get a black eye when a lone rogue mods a radio and talks out of band...

My misinformed friend...you really need to read up on Billy Tauzin's career (ex-state Rep, LA). Take a good, hard look at the legislation he attempted to have enacted. Take a look at the items which he was instrumental at getting passed into law.

His rationale - justification, as it were - for such lawmaking efforts? Rogue scanner listeners, CB and amateur radio operators engaging in behavior which was detrimental to "...the citizenry at large...". Some of that behavior involved modifying radio sets for surreptitious purposes.

Thankfully, Rep. Tauzin is no longer with us, but others of his ilk - of his mindset - are. And they're just as ardent as he when it comes to 'stemming the evil tide'.

I'm sure that is the case. I could easily believe that somebody would attempt to damage all hams for the acts of some. However it didn't go through and it wont. I truly am not afraid and until some action happens I am not going to lose even a lick of sleep over hams modding their gear.

It reminds me of a senator in Wyoming that has tried MANY MANY MANY times to get Pot legalized here.

http://stopthedrugwar.org/chronicle-old/279/medmjupdate.shtml

However the state just does not bend. Despite his public "actions" on the issue (you'll have to google those yourself) it is still illegal to smoke pot here. Will it change someday? Maybe, But i'm not going to hold my breath

Or what about HB0047 introduced to Wyoming senate. It wanted to allow people to use electronic aiming aids for hunting. Why did this get brought up? Because some member of the state wanted a better scope so that he could outhunt his buddies. Big shocker but it was shot down (pun intended :D) and has never been brought up again.

I have several dozen more (thanks to google).

I guess my point is that just because one egghead takes notice, I'm not too worried. Now dont get me wrong. I do not advocate the MARS/CAP all band, everything mod but at the same time I do not worry if somebody does it and uses it illegally. Its their baby. Not mine. When all hams are punished for the actions of one, the YES. I will stand corrected but until then I'm not going to sweat it.

Brad

ADDITION. I did some looking a the gentlemans attempted laws and such. He really sounds like he had no idea what he was talking about BUT I also cannot find much if anything that came to fruition from his whining and I cannot see any connection to hams who mod equipment to talk out of band. It appears to me that he was targeting the modification of equipment to receive cellular frequencies.

http://www.nf2g.com/scannist/rs_manuals.html

And with the advent of new cellular systems, that appears to be an almost moot point. Now granted I have only been studying this for a few hours but I still cannot come up with ANYTHING that would specifically punish ham operators for the misdeeds of one.

Here's the info you're looking for:

http://www.kb2ljj.com/data/yaesu/ft-920.htm

It also contains some useful mods for digital modes, which you probably will need also.
