I have an vx-170 and I really love the radio except for one thing the modulation is low. Can anyone help me on increasing this.

If the rig is anything like the VX6R and VX7R, there is a menu function for adjusting the deviation. Do you have an owner's manual to check whether or not such a menu selection exists?

Set Mode item #51 lets you select either Wide (5 kHz) or Narrow (2.5 kHz) deviation.
But is the deviation what you meant when you say modulation is low?
If you Google around for information about the VX-170, you will find a few references to the transmit audio being somewhat damped because of the waterproofing membrane covering the microphone (inside the unit). Some people have said they remove that membrane to get better transmit audio - but then of course you lose your waterproofing. Anyway, if this is the problem you're referring to as "modulation is low" then maybe you just need to talk louder or more clearly or hold it closer when you transmit.

Another "ditto" for the VX6/VX7 - users have complained of low audio due to the reason you've stated...

Try using an hand held mic. They really work very well
