IC-7400 in FM mode on 144Mhz display show S 4

I realised that my IC-7400 in FM on 144Mhz showing about S 4 signal if preamp is on.I dont know why?
All of IC-7400 is the same like mine?

I get S2 of noise on 144.000Mhz and S9 of noise on 144.035Mhz on my IC-208H. I think its Computer noise or Cable TV noise here at my QTH.

That is the Japanese/European model.
