I use a scanner that I modified to bring the audio signal after the discriminator, but before any de-emphasis, out to a o-scope.
Calibration is best if you have a genuine service monitor, (Or work up a calibration signal using the Bessell Null Method) But comparing several off-air signals for voice and PL/DPL level will get you in the ballpark.
