I did send my qsl card for this gentlman, 2 times and the post keep returning them back to me, I do not know if his qsl info on qrz.com is right or not.
This morning I did send it again for the third time, any one here, please know WB8FSV as I really need him to receive the qsl card he worked for.

I know Jack. He doesn't live very far from me, though I have not seen him for several years. Quite a CW op! I'll see what I can find out.

You might want to look at his biography in QRZ. He says that he is going to China in June of this year. Just type in his call sign just to the left of "callsign", top left of page.
What does the envelope say when it is returned by the post office? There should be a yellow sticker or a rubber stamped message on it.
That will give you a clue as to why your qsls are coming back.

Yes my friend, there was a yellow sitcker on it.
I did send another one also this morning to the same address, I hope it do reaches there this time.
Can you show us the yellow sticker?
We can tell you why it is being returned.
Usually if someone moves, they can have the post office forward the mail for a maximum of 1 year. After that it gets returned to sender.
Most likely scenario is that the guy moved and didn't update his address with the FCC. 1 year passed and his mail is being bounced.
