Need service manual for the cushman 4000 or at least the
schematics of the power supply and scope, I will pay any
reasonable price

Yep, almost no-one repairs this anymore, Cushman folded, but left two repair facilities.
The first, is Cardinal Electronics, in Illinois.
The second, is NS Electronics, in Georgia.
Both should be able to help you, you would be well advised to either solve the fault yourself to at least the module level, or have someone local do this for you, then deal with either source for the part you need, and save some shipping and time.
BTW, do you have the service manual?
