Downing Street says the retirement of Cuban leader Fidel Castro is "an opportunity" for the country to make progress towards democracy.

Prime Minister Gordon Brown's spokesman said he hoped it would lead "to more respect for human rights and the release of political prisoners".

"This is now an opportunity to make progress towards a peaceful transition to a pluralist democracy," he said.

Mr Castro says he will not return to the presidency because of ill health.

He handed over power temporarily to his brother, Raul, in July 2006 when he underwent intestinal surgery.

I am not sure how much I trust Raul to make the necessary changes, but neither would I rule it out given the state of the Cuban economy. I think, however, that he would probably have to wait until Fidelito is staring up at the sod before doing so.

Then they can erect some big, new monument, give three huzzahs and open up talks with the single largest source of redevelopment funds in the world, sitting only ninety miles north. While Chavez has lots of oil revenues and BS on his side, I don't think Venezuela has the economic muscle needed, and neither do I believe that, once the decision is taken to leave el socialista Paradise behind, so fulsome a linkage with Chavez would prove beneficial in the long run.

Chavez will likely be apoplectic.

You're jealous. With good reason.

Castro achieved his status as an icon by presenting himself, and not simply parroting the words or opinions of others. Unlike one who posts links to blogs and insipid reports of others, Castro stood on his own hind legs and howled at Hercules. Hercules backed down, too.

You'll never get there.

There were no pictures or video to go along with this announcement. Who's to say he isn't already helping the sod grow?

That may well be the case. Unless, however, barring an official announcement of his demise, followed by an appropriate period of "national mourning" during which Raul can consolidate power and work sub rosa to actualize a transition, it is meaningless to hypothesize.

The situation in Cuba is the result of 110 years of bad US foreign policy.


The obsolete embargo should be lifted and we should flood them with our dollars and our tourists. That will change their culture and their society from the ground up.

Just because he's stepping down does not mean he's going away. He has made it very clear that he will resist any efforts to undo socialism as he has set it up in Cuba. While Raul may make a few small efforts to open up society, especially in the areas of self employment, they will only be small efforts while Fidel is still living. Surprisingly, there are Socialist hardliners in the younger set, 30s and 40s, with political power such as Foreign Minister Filipe Roque while those in the generation after the Castro brothers are interested in experimenting with the type of capitalism China and Vietnam are experimenting with. Carlos Lage, Raul's likely choice for the #2 slot in the government and therefore his annointed successor, is one in that next generation who favors limited experiments with capitalism and led the reforms that staved off the collapse of the Cuban economy in the 90s.
