CLARKSBURG, West Virginia (CNN) -- The FBI is gearing up to create a massive computer database of people's physical characteristics, all part of an effort the bureau says to better identify criminals and terrorists.

But it's an issue that raises major privacy concerns -- what one civil liberties expert says should concern all Americans.

The bureau is expected to announce in coming days the awarding of a $1 billion, 10-year contract to help create the database that will compile an array of biometric information -- from palm prints to eye scans.

Kimberly Del Greco, the FBI's Biometric Services section chief, said adding to the database is "important to protect the borders to keep the terrorists out, protect our citizens, our neighbors, our children so they can have good jobs, and have a safe country to live in."

I'm concerned but you have to remember that destroying civil liberties is a hallmark of the neocon, wacko Republicans such as GWB and his band of criminals. You want civil liberties, I suggest you vote for a Democrat. You want a criminal family in charge with no regard to your rights, for more of the same vote for a Republican.

In actuality, it is gross inefficiency piled upon other layers of gross
inefficiency.

The FBI has learned from experience, like most government agencies, that the largest amounts of funding can be obtained only by projects with easily defined goals and results that sound magnificent, but are really miniscule in the grand scheme of things.

It's an alternative to actually doing real work.

This is a wonderful development and a very useful tool to defend this country. Anytime the FBI wants information from me, they can come and get it or better yet, I'll go to DC. Don't you just love technology.

BTW, GWB is not running for President nor is Clinton. Oh wait, Clinton IS running again isn't he... I mean she. Sorry I forgot, this is so confusing.

The FBI says it will protect all this personal data and only collect information on criminals and those seeking sensitive jobs.

The ACLU's Steinhardt doesn't believe it will stop there.

And nobody has made the standard proclamation "You have nothing to fear if you have done nothing wrong" yet?
