I am getting back into circuit building, mostly QRP rigs and homebrew HF stuff, where can I find a good price on a function generator, and what kind of bandwidth do I need?

Hello.

Even the cheapie units will usually cover all of HF.
Sometimes you can find a service monitor for cheap, it just depends on what is out there.
Ebay is one place to look, and the hamfests are nice.
But, for that real bargain, I look at estate sales as well as all forms of government auctions.
Your local govenment may go to 700 MHz whiz bang digital trunking.
So, they may get rid of the old service monitors.
I got a really nice service monitor in just such a manner.

Just remember the old rule of thumb--"You get what you pay for". You have to watch it because sometimes the deal is too good to be true--for good gear.

You can BUILD one with a 555 timer and a few op-amps. Lemme see if I can find the artitticle I built mine from.

are you wanting a function generator or a signal generator ?
they are two completely different animals.

If you desire a small RF signal generator, I think I still have a VIC/RCA solid-state one that may "fit you need". I think I also have a photocopy of the original manual. #It came from a close-out of a college electronics lab.
