can i take - (2) 8 foot 3 inches of twin lead (tied together at the ends) hook them in the middle via a so-239 and get a 10m dipole?

Sure.
Also, you can connect the ends together at the SO-239 and then cut one of the two wires in the twin lead a little bit shorter (same length on each side of the dipole) and broaden out the bandwidth of the antenna. Of course you don't "short" the end of the twin lead on the "far" ends.

3 or 4 inches maximum. Check with an SWR bridge, wattmeter (reflected power), etc.
