Mr Bush got America into something of which his advisors had no knowledge, it was as if they were so short sighted they were unable to see past next week.
Think of it this way. You need a job, you need money to feed your family and buy all the kind of things which we in the "west" take for granted. Having electric power 24 hours a day is a good example.
Ok. You get a job with a construction company, and as there aren't any health and safety rules in Iraq with roadside bombs, AK47's and other things, so why would anyone be issued with hard hats, goggles and gloves. Sheesh ! This isn't downtown Chicago !
OK. Monday morning off to work with your new pals, ready to earn some money when up rolls a few nasty looking bearded types who say, right you lot, OUT ! Come back here working for these Americans and we will kill every member of your family, starting with the baby and ending up with granpa ! You don't say a word, you just don't go to the job the following day you hang around the streets like all the other layabouts and go to the mosque to try and get some peace of mind. Mind how you go, there may be a suicide bomber across the street, particularly so if you are in the religious wrong lot !
The stories about the new soldiers and policemen must have been in the US newspapers. New recruits travelling on buses have been stopped, 50 men taken out into the desert and beheaded and their bodies found weeks later.
That's why they don't want to finish projects, they don't want their families slaughtered by religious terrorists. Would you ?

The only way that Iraq will take over any projects is for the US and all of its contractors to leave Iraq. #Then Iraq will have to rebuild its own infrastructure on its own. #As long as we stay in Iraq we will be made responsible for the damages made during our invasion as well as the damages and over cost projects that our selected contractors have made and the damages that Iraqi sectarian bombers have wrought.

I can't agree with you when you say that Bush got the US into Iraq, when his advisers knew nothing about it.
You must first understand that Bush's advisers were lobbyists from Israel and then figurte out why the US got involved with Iraq from there.
w2ilp (Israel Launched Policy)...because Hussein might have become a threat to Israel...but was certainly no threat to the US even if he had WMDs, as Iraq never had any long range vehicles that could carry WMDs to the US.
