Late January he offered me his tech special TS-850SAT transceiver on QTH.COM classifieds AD board.
$454 Western Union Money Order was sent for this radio to his address:

Richard Wise, KB8YIO
280 Holbrook Rd.
Chicago Heights, IL 60411-1050

He still was in E-mail contact with me that time, stating that he did not receive the money. After investigation on Post, I was informed that money order was paid up on 01.29.07 and Richard Wise was the payee. Since that time all my letters “where did you disappear to?” are unrequited. So I have neither radio nor money… The sorrowful conclusion – KB8YIO is not a decent man!
I keep all correspondence with him for all this time on my computer.

Be wary of KB8YIO, don’t permit him to rip off somebody else.

Sorry you had a bad deal with Rich, KB8YIO.
The address you posted is the same as the one I used, but as you will see below, I had no problems.

He & I made a deal just a few weeks ago on a 2m all mode radio. He described it (and as he described it, upon receiving it, it all fits), he answered several questions. I like to call people before sending off the money, I requested his number & best hours, which he fwd'd to me. I called him, he seemed fine to me, and we made a deal on it, and I sent him a MO. He & I emailed regularly back-n-forth during the interim periods.

There was some delay in him shipping me the radio BUT this was OK'ed by me, as "I ASKED HIM to hold the shipment until" he had time to "try" to locate the Mobile Bracket for it, which he thought he "might" have if he could find it. He said he searched his garage in many boxes, as he had recently moved there, and most of his stuff was in boxes. Eventually he had gone thru it all and could not find it. So then I asked him to ship the radio and he did.

It arrived well padded and sealed up. He paid for the shipping -- and price wise, it was a good deal for me. He forgot to send the manual, but when I wrote to ask if he had it, he said yes, and says he has sent it (at his expense). It may be waiting, or not, in my post box, but I havent seen it yet. There is a notice for "something" in my box (that apparently would not fit) but I will have to go in during working hours to get whatever it is.

I have not yet powered up & checked out the radio, so this "may" turn out to be an issue. "So far" however I have no reason to doubt him. I WILL get back on here if I need to, but I have to say clearly -- at this point -- my deal with him went fine. I also bought some smaller item from him in the last year or so, and no problems with that deal either.

He was always polite and reasonable. He says he works a lot off & on with long shifts, so sometimes it took a day or so for him to get back to me. But he always did.

What can I say -- so far, and as long as my radio I just got from him works fine -- no problems at all.

Richard! The only thing I could tell - you got the luck, me not.
KB8YIO answered all my questions prior to MO shipment.
But he went away when I wrote "MO is on the way". Few days later he wrote: "I have nothing from you and relist the radio".
I supposed the lost of my mail with money order and asked Post to investigate the problem. But when I've received the answer, it was shown there, that MO was payd 3 days before he sad :"I have nothing" ! The truth is - I have nothing for my money and no money back.
I suppose he sold that transceiver twice. So one is satisfied and one is disappointed. The same could be in your case, but you are first.

If you paid with a postal money order and sent that via USPS,
this may constitute mail fraud.
Contact you local post office for an investigation.

him his money till the post office figured out what is going on. as you will see he said no.

I have not found the tracking info yet. I am looking thru all my papers. . I called the post office they said without the delivery conformation number they will not be able to locate the item., and even if I had the tracking number it could still be weeks before they can locate it.

By the way, I was told by Mr.Kovtun, that there are only six appartments in his building with P.O.Boxes on the entrance and owner's names are indicated on each. So easy for postman to find the recipient even without appt number. Strange.

What a strange situation! The correct shipping address with suite #203 was given in my letter on Jan 27 and was included in your reply on Feb 2, you can see this down in this letter body.
As I wrote you, I was sure that this MO was lost, until I have received the opposite information from WU. This procedure took me 2 weeks (and $16). This is the reason of my silence, Ric. I had no information about your shipment.
Anyway, I need this transceiver more than money back. So I ask you to make all things possible to supervise the POST for that package to be delivered properly to Mr. Kovtun. If you give me the parcel's number, we will try to investigate in MN.
Please keep me informed.

Yes, that offer was really maid, but more than month ago, March 16. And I wait a next month without any result.
Then I asked KB8YIO to send money back with no reply. Two week after that I sent this post on board.

I don't know if you have 'experienced' the slow way the Post Office handles things like 'lost pkgs', but they can take a LONG time sometimes.

It sounds like your package may have traveled back and forth a couple times. Sometimes having pkgs sent to a 3rd party address can cause additional problems. I know, its happened to me.

It sounds to me like Ric is trying to make it right, but it may take him some time to find out where the radio is, before he can pay you back. You can't expect him to refund your money WHILE his radio may or may not be delivered to your third party friend.

I notice you have never mentioned in any of the (posted here) emails, whether your friend Sergey "received" the radio package, OR more importantly, a "Notice of attempt to deliver". Is there any chance at all he is gone during the daytimes' when mail & pkgs are normally delivered. Maybe he has a day-job and isn't home at that time of day.

I'm not saying he is home or is not, and I am sure he is your trusted friend -- all I am saying is that he is a third party person in the middle of this, and the whole story sounds like a problem on everyone's part: yours, Ric's, Sergey's and the Post Office.

Its never fun, but I think the only fair way to deal with this problem at this point is to have a lot of patience, and hopefully everyone will do their part to get it straightened out. The Post Office can be VERY slow at times...

I have those email from my friend you emailed slandering me.(and there return email to you telling you my server was down.) If that is not good enough we can talk to my server let them explain it to you in a better manner ... so you understand too.

btw the rwise@columbus.rr.com is over 8 years old. and inactive... you would know that had you looked at the date you were searching on. and the iway email is been gone since the days of iphone.. lets say 10 years ago. I will do this seeing you did not .

I did have the tracking info...
I had it for 1 month... I throw stuff away. after not hearing anything.. I assumed he got the gear., Not to mention the time that had past with no contact........
I have offered igor his money on a few occassions, he refused. Stating he wanted the radio.Now he has stopped commenting all together .
Lets not forget to mention this is a third party deal where i sent the radio to the states and it was to go to russia.
And no contact from the person that sent the money in the first place.

3 weeks are not 90 days in our arithmetic!
That 3 weeks I was involved in Post investigation about my Money Order. When I was told that it was payd Feb 05 I started to ask you again.
By the way, on Fef 13 you wrote that have not received the money. It means that you lied since that time.

And Mr.Kovtun does not bother you, because he sent my money. But he will add his efforts if you need.

5 month past after begining of this project. Time shows that my rightness is proven, to my regret. KB8YIO had no intention to sell the transceiver ( or even transceiver itself ). Just had intention to deceive. I have neither money, nor radio. And he even changed his E-mail. Next step he will change his Call to let his business go on…
Before this case it was hard to imagine, that one amateur radio could get rich on another’s deceive, that he could disgrace his name for amount of 450 dollars. Now I see that it happens, and believe in Judas story.
I was first licensed in 1979 and I observe with pity that time is changed and HAM spirit means less and less in our days. Both on air and HAM to HAM relationship. This is very bad…
