Greg,
It sounds like your TX VCO needs to be adjusted. On the conversion of these radios to 6mtrs the RX and TX vco's need to be tweeked. The cpu of the controller board puts out a tuning voltage to the rf board to set the TX/RX freq and has a preset range that it works over. Moving these radios up in freq you need to adjust the VCO's to work in this range. I bet that when key the mic the Tx led flashes red but then goes out. This is caused by the VCO voltage falling out of the working range. The adjustment for the TX is L213 on the RF board. This needs to be tweeked to allow the VCO to transmit.
The RX is adj is done via L202 on the same board. You can find some good information on the 6 meter conversion of these radios on http://www.batlabs.com Go into the model specific link and select the RADIUS tab under mobiles and there is a link to the 6 meter conversion.
