Palomar is still very much in business making amplifier for the illegal "CB" and "freeband" market.
Any "Bi Linear" was originally produced for this illegal market and only used "amateur radio" as a "ploy".
If you can modify it so that the technical specifications meet 47 CFR Part 97, specifically 47 CFR Part 97 section 97.307, then it is perfectly legal to use this amplifier on the amateur radio bands. Otherwise, the use of the amplifier on amateur radio frequencies is not legal. Also, it is NOT legal to use the amplifier on any other radio service in the United States and posessions.
The term "bi-linear" was never used in the amateur radio service to describe a linear amplifier. It was used in the "CB" market. Most, but not all, of the "bi-linear" amplifiers are anything but "linear". They cause all sorts of problems with splatter, wide band noise, distortion, and so forth.
By looking at the specific transistors (like Motorola OR Japanese) or tubes used in RF amplifiers - the maximum output can be easily calculated/estimated. #Wide claims for large RF output (wattage) -- are more aligned with snake oil claims.
Another "point" that you should be aware of.
Palomar is a registered trademark of Palomar Engineers, Inc. #It is the Spanish word for “dove cote”. #(La Paloma = The Dove). The mourning dove is a common bird in Southern California. A major feature of San Diego county is 6000 ft. Palomar Mountain.
Extinct businesses that used the Palomar name:
Palomar Electronics Corp. #A manufacturer of CB linear amplifiers in the 1960’s and 1970’s. Went out of business about 1980. No connection whatever to Palomar Engineers, Inc.
Palomar Telecom. A manufacturer of repeater controllers in the 1980’s. Went out of business about 1990.

You can always strip it for parts -- which seems to be the latest "eBay fad" for sellers to garner a few more dollars from DOA gear -- since DIY repair abilities are now lost by common man.
