I heard another broadcaster on about 3965KC at about 0400z (2300local). It had a good S9 signal here in MS. Did anyone else hear it?

This is a legal broadcast band in the rest of the world. (regions 1 and 3)

As the MUF ( maximum usable frequency ) moves down, due to the sunspot cycle, you hear more and more DX on the lower bands. We are near or at the bottom of it now, so it is not unusual to hear this kind of stuff. In a few years, the MUF will be moving back up to higher frequencies, and the DX will disappear on the lower bands, and be heard more around 15 and 10 meters ( and in between ) again. Enjoy the low band propagation while you can!

Thanks Tom, I wasn't sure if it was a broadcast band or not in other parts of the world. Thanks again.
